Biography

TPr Ts Norliza Hashim is a professional town planner, urban development strategist and sustainability advocate with over three decades of experience in shaping Malaysia’s urban and regional development agenda. She is the Founder of AJM Planning and Urban Design Group Sdn Bhd (APUDG), with extensive experience in national spatial planning, master planning, strategic land development, urban transformation and low-carbon urban development.

Her work has contributed to major nation-building projects including Putrajaya, KLIA International Airport, the Kuala Lumpur City Plan and the Comprehensive Development Plans of Iskandar Malaysia. Through APUDG, she has led planning and advisory assignments that unlock strategic land value, align development with infrastructure and policy priorities, and translate complex urban challenges into implementable planning solutions. She has also contributed to exporting Malaysian planning expertise internationally across Southeast Asia, Central Asia and the Middle East.

As former Chief Executive Officer of Urbanice Malaysia, Norliza leaves a strong legacy in advancing the nationwide localisation of the Sustainable Development Goals, strengthening cross-government collaboration and positioning Malaysia as a recognised leader in city-level SDG implementation. She led the Malaysia SDG Cities Programme, promoted evidence-based local action and strengthened the implementation of the New Urban Agenda through partnerships, policy innovation and local delivery systems.
